Your computer may have multiple users; you can choose user who have complete access to your files and the users who don’t have any access or limited access. Make sure your files are in a drive or partitioned with NTFS.

Disable simple file sharing (click tools in explorer window and select folder option, view in advanced setting scroll down for use simple file sharing and check out and click apply and ok)

Right click on your drive or folder and select properties, in security select the user and the permissions for that user in the list (allow or deny)

Permissions include

Full control: Have complete access of those files.

Modify: Will have access to read, write and delete.

List folder contents: Will have access to read the contents of that folder.

Read & execute: Will have access to read and execute
Read: will have access to read.

Write: Will have access to write and read.
